libfontenc-dev software package provides X11 font encoding library (development headers), you can install in your Debian 7 (Wheezy) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libfontenc-dev
libfontenc-dev is installed in your system.
Make ensure the libfontenc-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libfontenc-dev *
You will get with libfontenc-dev package name, version, architecture and description in a table
